• All persons entering the state for medical emergencies on production of proof or those who are coming in an ambulance.
• All persons entering the state in goods vehicles making essential supplies of oxygen, medical drugs, raw material to pharmaceutical companies, medical equipment, milk, vegetables etc.,

Such vehicles must not carry any passengers or persons unconnected with the transportation of the aforesaid essential supplies.
